Timothy O. Horne was appointed Acting GSA Administrator by President Donald J. Trump effective Jan. 20, 2017. As such, he leads a staff of 12,000 nationwide. GSA’s employees oversee more than 375 million square feet of property, and approximately $50 billion in annual contracts, delivering the best value in real estate, acquisition, and technology services to government and the American people. Horne will serve in this capacity until the President nominates a permanent Administrator.
Previously, Horne served as the newly established Federal Transition Coordinator. The role was created following the enactment of the Presidential Transition Improvements Act of 2015.
As Federal Transition Coordinator, Horne was the primary point of contact for eligible candidates and the Offices of the President-elect and Vice-President-elect, respectively. Horne and his team were tasked with carrying out the duties and authorities of GSA relating to the Presidential transition, coordinating transition planning across agencies, serving as the Co-Chair of the Agency Transition Directors Council, and ensuring agencies comply with all statutory requirements relating to transition planning and reporting. Additionally, he served as a member on the White House Transition Coordinating Council providing guidance to, and facilitating communication between, transition representatives of eligible candidates, senior employees in agencies, and the Executive Office of the President.
Horne is also the Regional Commissioner for the Rocky Mountain Region of the U.S. General Services Administration’s Public Buildings Service. He’s served in this position since April 2015, previously serving as the Regional Commissioner of the region’s Federal Acquisition Service since 2007.
As the PBS Regional Commissioner, Horne provides strategic direction regarding the design, construction, management and maintenance of federal and leased properties throughout Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. In doing so, he leads a region comprised of approximately 325 employees and 18 million square feet of office, laboratory and warehouse space.
Horne has served in a variety of positions since starting his career with GSA in 1993. During the 2008 Presidential Transition, he served as the Director for the Presidential Transition Support Team where he was responsible for overseeing the delivery of office space, supplies, and technology to the President-elect’s transition team.
Horne earned a bachelor’s degree in finance and communications from Regis University in Denver, Colorado.
