Identification and Use of Restricted and Sanctioned Entity Lists: Enhanced Vendor Vetting to Improve Acquisition Decisions

Restrictions and sanctioned information are available and managed by different agencies with varying policies which presents complexity to those responsible for conducting oversight and vendor vetting requirements. In addition, there are other lists not managed by US agencies that should be considered. The list compiled by this working group in 2024 is meant to provide a focused inventory of restrictions, prohibited sources, and sanctions to facilitate Federal acquisition and import/export objectives. The paper demonstrates that a centralized repository of restrictions and banned sources does not exist. A centralized repository would support consistent risk management in government procurement, aiming for more secure, efficient, and transparent processes.
