This paper describes the current state for the creation and use of synthetic data, with the objectives of highlighting its value (and caveats) as it relates to data privacy and facilitating the management of synthetic data across its lifecycle at and beyond the Department of Veterans Affairs (VA). This paper provides a framework for updating relevant policies and managing the full lifecycle of synthetic data: (1) reference data sources, to (2) synthetic data generation, to (3) synthetic data management, and finally to (4) synthetic data use.
